No.GS/10-34/LPK/1204/736/KH3:- In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, and in supersession of all ~he rules made in this behalf, the Governor of Gujarat hereby makes the follow1_ng rules to provide for regulating rccmitment to the post of Private Secretan_es (Gujarati Stenographers, Grade I), Class-II, in the State Service in the Secretanat and other offices, namely:- 1. These rules may be called the Private Secretaries (Gujarati Stenographers, Grade I), Class-II, (in the State Service in the Secretariat and other offices) 2. 3. 4. Recruitment Rules, 20 I 0. Appointment to the post of Private Secretaries ( ujarat Stenographers, Grade I), Class-II, shall be made either:- (a) by promotion of a :eerson of proved __ rr.:~ri~ ~d efficiency from amongst the persons, who:- --- (i) have worked for n~ _ _Le~_L !PE-TI .. .i;_eve.n years i11-!h~ .. £ad~ ~-? f Gujarati Stenographer, Grade II, Class III, in the Secretariat and other offices; and (ii) have passed the prescribed departmt:i::tal examination(s); and (iii) have passed the qualifying examination for Computer Knowledge and English Typing as may be prescribed by the Government from time to time: Provided that where the appointing authority is satisfied that a person having the experience specified in sub-clause (i) above, is not available for promotion and that it is nece~sary in the public interest to fill up the post by promotion even of a person having experience for a lesser period; it may, for reasons to be recorded in writing, promote such person who possesses experience of a period of not less than two-thirds of the period specified in sub-clause (i) above; Or (b) by direct selection on the basis of the result of the competitive examination held by the Gujarat Public Service Commission. The Appoiilt~ent by direct selection and promotion shall be made in the ratio of 1 :3. -To be eligible for appointment by direct selection to the post mentioned in rule 2, a candidate shall - (a) not be less than 21 years of age and not he more than 28 years of age; (b) possess a degree obtained from any of the Universities or institutions established or incorporated by or under the Central or State Act in India; or any other educational institution recognized as such or declared as deemed University under section 3 of the University Grants Commission Act, 1956; or possess an equivalent qualification recognized by the Government , H-217-1

( d) possess the basic knowledge of computer application, at the time of appointment, as prescribed by the Government; and ( e) possess adequate knowledge of Gujarati and /or Hindi. 5 The candidate appointed by direct selection shall be on probation for a period of two years. The candidate appointed by direct selection shall during his probation period, be required to pass the qualifying examination for computer knowledge in accordance with the provisions of the Gujarat Civil Services Computer Competency Training and Examination Rules, 2006, and also the qualifying examination for Gujarati Typing as may be prescribed by Government. 7. 8. 9. The selected candidate shall require to pass an examination in Gujarati or Hindi or both in accordance with the rules prescribed by the Government. The candidate appointed either by direct selection or by promotion shall have to undergo such training and to pass such examination as may be prescribed by the Government. The selected candidate shall be required to furnish a security and surety bond in such form, for such amount and for such period as may be prescribed by the Government.
