Short Title, Commcncemcnt. - (1) 'l'hcsc rulcs rnay bc citllcd thc Private Sccretarios (English and Guiarati StenograPhers, Grade-l), Class II in the Dcpartments of Secrctariat and Other Offices (Competitive Examination) Rules, 2019. (Z) 'fhcy shall apply to thc pcrsons, who are cliSiblc to bc appointcd to thc posts spccificd in Schedule I, hcrcinafter referred to as the schcduled posts. Th0 Commission, on rccciving the requisihon from thc Governmcnt, shall hold a Compctitivc Iixamination for selection of candidates for rccruitmcnt to thc Schcduled posts. The Commission shall decide the manner in which it shall conduct the cxamination unlcss othcrwise prcscribcd by these rulcs. 8. Application for Examination - (11 (2) 4. Mode of Examination. - (11 Thc cxamination shall bc hcld in two successive stages' namely: [i) Qualifying I')xamination (Short hand tcst) for selcction of Candidates for Main Examination, and; (ii)Main Examination comprlsing writtcn test (languagc skill' computcr Knowledge and Skill Tcst) and Intervicw for final selection of candidates for the Schedulcd posts (2) The Qualifying Examination and the Main Examination shall be held in such manner as specified in Schedule II' 5. Syllabus.-The pattcrn and syllabus of cxamination shall bc as specified in Schedule II. 6. Medium of Examination.-'l'he medium of examination for candida[c [r)r the posl. ol privatL's('( rclarics:- (linglish stenographcr, Gradc l), Class ll, Shall bc English' -[Cujarati stenographer, Cradc l), Class ll, Shall be in Gujarati 7. Place of Examination - [1) The date, thc timc and p]accs of thc Examination shall be decided by the Commission (2lThe candidate shall be requircd to attend all the stages of examination at his own expenses on thc dates, time and placcs notified by the Cornmission. ) l-/

(1) A candidate who desires to appcar at thc Qualifl/ints Examination shall submit an application in such Form as may be prescribcd by the Conrmission along with such fees as may be fixed by the Government. (2)'l'he fees shall be paid in such manner as may be prcscribed by thc Commrssion and fees oncc paid shall not be refundecl or held over [or thc subsr.:quent cxaminJtion in any circumstances. (3) The candidate who are declarcd qualified by thc Commission for admission to the Marn Examination shall apply again in such liorm as nray bc prcscribed by thc Commission along with such fccs as may bc fixcd by thc Govcrnmcnt. 9. Condition for Eligibility. - (1) A Candidate shall not be qualified for admission to the exam inat i0n unlcss hc is (a) citizcn of India, or (b) A subjcct ot Nepal, or [c] A sublcct of Ilhutan, or (d] A Pcrson ol Indian origin rvho has migrated fiom I)akistan, Myanmar, Srr l.anka, t,ast nlrican countrics of Kenya, Uganda, the United Ilepublic o['l'anzania, Zambia, Malawi, Zairc, lithiopia and Vietnam, with thc rntcntion of pormanently scttlints in India: Providcd that candidates bclong,ing to categr:ries (b), (cJ or (d) shall bc requrrcd to furnish a ccrlificatc of cliglbility issucd by the Govsrnment. (2)A candidate who is rcquircd to produce a certificate o[ cligibility, may bc allowed to appear in the examination conductcd by thc Commission and hc may also be appointcd provisionally subject to thc production of eligibilrty ccrtificate within timc framc as dccided by the Governmcnt; 10. Disqualilication for appointment on ground of plural marriage (1) No person, who,- L-" )_

Educational Qualifications and Age limit' - (11 A canrlidatc posscssinB thc requisite educational qualifications, othcr qualilications and rcquirements for lhc "ppointa"nt undcr thc rclevant rccruitmcnt rulcs of thc Scheduled posts, shall bc eligib)c for admission to thc examination: Provided that a candidate who has appeared at a bachclor's dcgrce lcvcl oxamination, the passing of which would render him educationally qualified for the llxamination mentioned in rulc 3' but rcsult of such cxamination is not tleclared' till the last date of filling of thc application form as also thc candidatcs who inrcnd to appear at such qualifyrng cxamination shall also be cligiblc for admission to thc Qualifying Flxamination All thc candidatcs who are declarcd qualified by the Commission for appearing in the Main Examination shall be requircd to produce thc proof o[ passing the degree examination along with their application for the Main llxamination Provided further that a candidate who fails to producc thc proof of passing the bachelor's degree examination shall not bc the eligible for admission to the Main Examination' -q- v

(2) A candidate for admission to the Examination shall have attaincd thc age of 2O ycars and shall not havc attained thc maximum agc as prescribcd in the relevanL recruitmcnt rules on the date as may be specificd in the advertisement by thc Commission. 72. Decision of Commission shall bc final. - (11 No candidate shall be allowed to appear at the Main Examination unless the Commission is satisfied that- (rl the candidatc possesscs thc rcquisite qualifications and fulfils oLhcr rcquiremonts under thc relcvant recruitmenI ru]es ofthc posts; (b) 'l'hc Candidarc has pard thc requisite fecs alonB wirh the applicationj (c) thc candidatc is cligrblc in all rcspccts and complics wiLh all thc rcqu rrcmcrrts; (d) 'l'he candidatc has lillcd thc applicarion form fbr rhc Main lixamination and the copy thc same along with thc copy ol requisitc documcnts havc bcen submrttcd t(J [hc C()nl tn tsst0n. (2) 'l he decision of thc Commission as ro the cligibility of a candidate for admission to the Main cxamination shall bo fi nal. t3) Subscqucntly, i( at any rimc, thc candiLlatc is found ineligibic to appear in the Main Examination, his candidaturc shall be trcatcd as cancellcd and if already sclected and appointcd, his appointmcnt shall be trcated as canccllc(i ab-initio and. his scrvicc shall bc tcrminatcd forthwithl Providcd thal no such appointmcnt shall bc Lcrminated unlcss hc has bccn given an opportunity of bcing heard. 13. Appearance at the Main Examination.- (1) The candidates who are dcclarcd successful in qualiry/ing examination shall be allowed Lo appear in the Main Examination. la-
