No. KlSLil22l2026lEDlMSCle-filel312025l64l0lCH: WHEREAS the Government of Gujarat is satisfied that circumstances exist which render it necessary to take irnrnediate action to make rules and dispense with the previous publication thereof under the proviso to sub-section (3) of section 63 of the Gujarat Primary Education Act, 1947 (Bom. LXI of 1947); NOW, THEREFORE, in exercise of the powers conferred by sub-section ( I ) of section 63 read with sub-section (3) of section 23 of the Gujarat Primary Education Act, 1947 (Bom. LXI of 1947), the Government of Gujarat hereby makes the following rules to provide for regulating the method of Special Competitive Examination fbr promotion to the post of Head Teacher (Class III), in the Subordinate Services under the Directorate of Primary Education or Respective District or Municipal Primary Education Committee, namely: - L Short title, commencement and application. - ( l) These rules rnay be called the Head Teacher (Class III), (Special Competitive Examination) Rules, 2026. (2) They shall come into lorce on the date of their publication in the O//ic'ial Gazette. (3) They shall apply to persons eligible for appointment to the post of Head Teacher (Class III), in the Subordinate Services under the Directorate of Primary Education or Respective District or Municipal Prirnary Education Committee. 2. Definitions. - ( 1 ) In these rules, unless the context otherwise requires; - (a) "Appendix" means an Appendix appended to these rules; (b)"Appointed date" lneans the date on which these rules shall come into lbrce;

(c)" Head Teacher " means the Head Teacher (Class III), in the Subordinate Services of the Directorate of Primary Education or Respective District or Municipal Primary Education Committee; (d)"Board" means the State Examination Board, Gandhinagar; (e) "Chairman" means the Chairman of the State Examination Board, Gandhinagar; (f) "Examination" means the Special Competitive Examination for promotion to the post of Head Teacher (Class III), which shall include the Written Examination as specif red in these rules; (g) "Government" means the Government of Gujarat; (h)"District Promotion Committee-DPC" means a Committee consists of District Primary OfficeriAdministrative Officer, District Education Officer and Principal. (i) "paper" means any question paper set at an Examination; fi) " Relevant Recruitment Rules " means the recruitment rules prescribed for the post of Head Teacher (Class III), in the Subordinate Services of the Directorate of Primary Education or Respective District or Municipal Primary Education Committee. 3. Eligibility to appear in Examination. - A candidate who possesses the requisite qualifications for the post of Head Teacher (Class III), in the Subordinate Services of the Directorate ol- Primary Education or Respective District or Municipal Primary Education Committee, as prescribed under the Relevant Recruitment Rules, shall be eligible for admission to the examination. 4. Holding of Examination. - ( I ) The Board, on receiving the requisition tiom the Government in the Education Department or, as the case may be, the Directorate of Prirnary Education, shall hold a Special Competitive Exantination for selection ofcandidates for promotion to the post of Head Teacher (Class lll) in the Subordinate Services under the Directorate under Primary Education or the respective disrict or Municipal Primary Education Committee. . lai f,/.\-J lia-t . il- r i .' \. 1;.\. (3) The candidate shall be required to attend all stages of the examination at his own expcnse on the date, time and place as may be notitied by the Board. (4)The application fbr the examination shall be submitted online only, and such application shall be accepted by the Board in the fbnnat spccificd by it. 5. Mode of Examination and Syllabus. - (l)The examination shall be conducted in a single stage of written examination, as specified in APPENDIX-A. The syllabus for the examination shall be as mentioned in APPENDIX-A appended to these rules. (2)The Board, on receiving the instructions from the Directorate of Primary Education, shall hold the written examination, which shall consist of one paper of 150 (One Hundred Fifty) marks. The paper ): shall be of the Multiple-Choice Questions (MCQs) type and shall be conducted without books only. (3)I'he medium of the examination shall be Gujarati or English, or Hindi, as specified in the question paper. 6. Decision of the Board shall be Final. - (l)No candidate shall be allowed to appear in the examination unless the Board is satisfied that the candidate,- (i) possesses the requisite qualifications as prescribed under the relevant recruitment rules for the post; (ii) has paid the requisite fee along with the application; and (iii) is eligible in all respects and complies with all the requirements for appearing in the examination. (2)The decision of the Board regarding the eligibility of a candidate for admission to the examination shall be final. (3) If, at any stage, a candidate is found to be ineligible to appear in the examination, his candidature shall be cancelled, and if already been selected and appointed, his appointment shall be treated as cancelled '" r l,"r

The standard fbr passing the Exarnination shall bc lbrty percent (zl0%) o1' total marks assigned to the papel'for gencral candidatc; Provided that a relaxation of five per cent (5%) in the qualif-ving standard shall be grantcd to candidatcs belonging to thc Scheduled Caste and Scheduled l'ribes. 8. Prohibition on [Jse of certain Devices in the Examination Hall. No candidate shall be pcrmitted to carrv or tlse an) elcctronic cornrrunication dcvice including laptop. tablct. cellular phone. calculator. pager, iPod or any other similar devices in the examination hall. 9. Disciplinary Actions. - The candidatc rvho is. or has becn. declared b1'the Board to be guilty'ol- any olthe fbllowing acts, namely:- (a) obtaining suppoft fbr his candidature by an)' rreans, impersonating or (b) procuring inrpersonation bv any person; (c) submitting tabricated documents or docutnents r,"'hich have bccn ternpered rvithl (d) rnaking statcments which are incorrect or f'alse. or suppressing rnatelial in lbrnrationl (e) resofting to any other irregular or improper nreans in connectiorl u,ith his candidaturc for thc examination; (i) using unfbir rneans during the exarnination; (g) wdting imclevant rnatter, including absurd or obscene languagc. in the ansrver sheets: (h)rnisbehaving in any manncr in the cxarrination hall; (i) harassing or causing bodily harm to any stafl- err.rployed olthe Board fbr the conduct olthe examination; () attempting to cornmit or, as the case may be, abetting any of the acts specifred in the foregoing clauses; or (k) violating any of the conditions lor adnrission to the exarrination as prescribed or specified in the adrnission certificate, shall, in addition ,d- ..ir -! to rcndering hirnself liable to departmental inquiry, be liable, - (i) to be disqualified by the Board from the examination for which he is a candidate; or (ii) to be debarred either permanently or 1br a specified period, b)' the Board fiom appearing in any examination or from candidature fbr the concerned post; or (iii) disciplinary action under the relevant rules. 10, F'ailure to Attend the Examination.- A candidate who fails to attend the examination on the specified date and time shall not be considered fbr selection. I l. Preparation of List of Successful Candidates.- The State Examination Board shall prepare a list of successful candidates in the order of merit, based on the total rnarks obtained by each candidatc in the examination, having regard to the number of vacancies requisitioned by the concerned District/Nagar Education Committee. Publication of result.- , t '",'' 'r;i"r'l' The Board shall publish the result of the examination in the following rlanner, namely: - Part I: -fhe result olthe successful candidates shall be arranged in the order of rnerit, specifying their narnes, seat numbers, and total marks obtained, and the same shall be published on the notice board and on the official website of the Board, and a copy of the result so published shall be sent to the Government in the Education Department and to the Directorate of Prirnary Education. Part Il:'l'hc result o1'thc unsuccessful candidates who are not included in Part I, specifying their names, seat numbers, and total marks obtained shall also be published on the notice board and on the offlcial website of the []oard.

13. Appointment. - Appointment of selected candidates shall be made strictly in the order of the merit as determined by the Board. 14. No right to appointment. - The successful candidates shall ordinarily be considered fbr appointment to the post of Head Teacher (Class III), in the subordinate services under the Directorate of Primary Education or the respective district or Municipal Primary Education Committee, in the order of merit determined by the Board up to the number of posts to be filled. Provided that mere success in the examination shall not confer any right to appointment, and no candidate shall be appointed to the said post, unless the appointing authority is satisfled, after making such inquiries as may be considered necessary, that the candidate is suitable in all respects for appointment to the post and for public service.
